FPS PROBLEM

so at the first i was surprised cuz cs was running around 400fps and on the heavy parts it drop'd max to like 250
today i have 200fps locked and it drop to like 140fps
that's my pc:
Intel i5-9400f
8gb ram single channel 2666mhz
gtx 1660 oc
